GCIS INTELLIGENCE UPDATE: In a region noted for miracles — Israel’s prosperous if beleaguered survival, despite attempts to mobilize 360-million Arab enemies, is a recent example — prayer could be a way to make U.S. policy. Although she now contributes only by inheritance, former Sec. of State Condoleezza Rice voiced that possibility, woefully, recently: “…We have only one choice: to trust that in the long arc of history those shared beliefs will matter more than the immediate disruptions that lie ahead and that, ultimately, our interests and ideals will be well served.“

To quote John Maynard Milord Keynes, in the long run we will all be dead.

Reality is the Obama Administration cannot continue to abdicate America’s responsibility, leaving a worldwide vacuum to be filled by every would-be amateur Metternich. Obviously, policy is made with many unanswered questions. But leadership requires sorting possibilities, and decision-making, usually accepting the best of poor alternatives.

In all the uncertainties facing Egypt’s future, and indeed, the whole Arab world, by encroaching poverty poised against rising expectations, none is so mysterious as current U.S. policy. (read full report)

GCIS INTELLIGENCE UPDATE: WASHINGTON - Despite the upheaval in Egypt and a Republican push for steep cuts to foreign aid, Egypt was slated Friday to receive its traditional $1.3 billion in military assistance from the US for 2011.

The foreign aid spending bill announced Friday also provides up to $250 million in economic assistance to Egypt “with the understanding that the government will undertake significant economic and democratic reforms,” according to a statement released by Texas Republican Kay Granger, chairwoman of the House appropriations subcommittee on foreign operations. GCIS INTELLIGENCE UPDATE: AUSTRALIA and the United States have begun a partnership to share top-secret intelligence from spy satellites as Australia moves to acquire its own satellite to boost surveillance of Asia and the Pacific.

The secret agreement between Washington and Canberra provides for intensified co-operation and intelligence-sharing in the field of GEOINT - geospatial intelligence derived from imagery and other information obtained from surveillance satellites and reconnaissance aircraft.

The agreement, signed by the federal Labor government in February 2008, has been revealed in a secret US embassy cable obtained by WikiLeaks and provided exclusively to The Age. (read full report)

GCIS INTELLIGENCE UPDATE: ABU DHABI — The United Arab Emirates has introduced an indigenous handgun into the United States.

The firearm, the first by the Gulf Cooperation Council state, was identified as the Caracal.

"Our first shipment to the United States landed a month ago," Caracal marketing director Said Ali Al Shamsi said. "Next year, we're looking at shipping 15,000 to 20,000 units to the United States."

In an interview to the Abu Dhabi-based Gulf News, Al Shamsi said the Caracal shipment to the United States marked a watershed for the UAE company. He said the U.S. market would promote sales throughout the global market, Middle East Newsline reported. (read full report)

GCIS INTELLIGENCE UPDATE: Worried about terrorists sneaking into the United States? You might want to look north.

It turns out that even as Mexico grapples with drug and gang violence, the U.S.-Canadian border poses a bigger terror risk, according to a new government report.

Just 32 of the 4,000 miles - less than 1% - along the northern border have an "acceptable level" of security, according to the Government Accountability Office report, released Tuesday.

Sen. Joe Lieberman (I-CT) called the report "absolutely alarming" during a news conference on Capitol Hill.

He fears the northern border provides "easy passage into America by extremists, terrorists and criminals whose purpose it to harm the American people."  (read full NY Daily report)
