GCIS INTELLIGENCE UPDATE: A bill introduced Tuesday in the Alabama Senate would ban the use of Islamic law in Alabama courts.

The bill’s sponsor said the measure was designed to protect future generations from erosion of the Constitution. One Birmingham area Muslim leader said the move was an effort to “demonize Islam and Muslims.”

But no one — not even Sen. Gerald Allen, who sponsored the bill — can point to examples of Muslims trying to have Islamic law recognized in Alabama courts.

“It’s not about what’s happening right now,” Allen, a Republican from Cottondale, said in a telephone interview.

“I’m thinking about 10 years down the road, 20, 30, 40. Time has an effect on these things, and I’m thinking about the future.”

Allen is the sole sponsor of SB 62, a bill that would ban Alabama courts from using Shariah law or international law in making legal decisions. (read full report)

GCIS INTELLIGENCE BRIEFING: Southern Poverty Law Center Names Dangerous 'Patriot' Groups

GCIS INTELLIGENCE UPDATE: A new report from the Southern Poverty Law Center on "hate groups" warns of the explosive growth in 2010 of extremist, "patriot" organizations, among them the Constitution Party, Oath Keepers and WorldNetDaily.

In the Spring 2011 issue of its Intelligence Report, titled "The Year in Hate & Extremism," the SPLC identifies 824 "patriot" organizations it says "define themselves as opposed to the 'New World Order,' engage in groundless conspiracy theorizing or advocate or adhere to extreme antigovernment doctrines."

"Hate groups topped 1,000 for the first time since the Southern Poverty Law Center began counting such groups in the 1980s," writes the SPLC's Mark Potok in the issue's lead article. "But by far the most dramatic growth came in the antigovernment 'Patriot' movement – conspiracy-minded organizations that see the federal government as their primary enemy – which gained more than 300 new groups, a jump of over 60 percent."

"Taken together," he continues, "these three strands of the radical right – the hatemongers, the nativists and the antigovernment zealots – increased from 1,753 groups in 2009 to 2,145 in 2010, a 22-percent rise."

The SPLC describes itself as a nonprofit civil rights organization dedicated to "fighting hate and bigotry," but takes a clearly left-leaning political bent – criticizing in its spring issue alone the tea parties, "anti-gay" groups like the Family Research Council, anti-abortion activists, radio host Glenn Beck, elected Republican officials and, of course, "patriot" groups. GCIS INTELLIGENCE UPDATE:  John Adams said, “Remember, democracy never lasts long. It soon wastes, exhausts, and murders itself. There was never a democracy yet that did not commit suicide.” Alexander Hamilton said, “We are now forming a Republican form of government. Real Liberty is not found in the extremes of democracy, but in moderate governments. If we incline too much to democracy, we shall soon shoot into a monarchy, or some other form of dictatorship.”

The word “democracy” appears nowhere in the two most fundamental documents of our nation — the Declaration of Independence and the U.S. Constitution. Our Constitution’s Article IV, Section 4, guarantees “to every State in this Union a Republican Form of Government.” If you don’t want to bother reading our founding documents, just ask yourself: Does our pledge of allegiance to the flag say to “the democracy for which it stands,” or to “the Republic for which it stands”? Or, did Julia Ward Howe make a mistake in titling her Civil War song “The Battle Hymn of the Republic”? Should she have titled it “The Battle Hymn of the Democracy”? (read full article)

GCIS/MSS INTELLIGENCE UPDATE: Some have termed the departure of President Hosni Mubarak from office on February 11,2011, as a resignation. Some others have called it waiving the office or powers of the President. The Egyptian Constitution provides for both contingencies. When a President resigns, the Constitution requires that he should address his letter of resignation to the President (Speaker) of the Parliament. When he stops exercising the powers of the President, he addresses his letter to the Vice-President. Article 82 provides for this interesting contingency of the President leaving office without formally resigning. It says: “If on account of any temporary obstacle the President of the Republic is unable to carry out his functions, he shall delegate his powers to a vice-president.” (read full report)
