GCIS/MSS INTELLIGENCE UPDATE: The prospects of Egypt resuming its gas supplies to Israel dropped to zero Thursday, March 3 when Egypt's state security prosecutor Abdel Magid Mahmud announced that deposed president Hosni Mubarak would be summoned for questioning next week about allegedly corrupt deals for selling Israel Egyptian gas at knock-down prices, DEBKAfile's Cairo sources report. Mahmud claimed he had documentary evidence that Egypt lost more than half a billion dollars on its gas sales to Israel and sought to follow up suspicions that the difference was shared out between the Mubarak family and the Israeli and American partners in the transaction.

The flow of gas to Israel was suspended on Feb. 5 when Hamas blew up the pipeline running through Sinai during the Egyptian uprising. Our sources confirm that supplies will not be renewed until the end of the corruption inquiry which could go on for years.

In response to a statement by the Merhav company, the Israeli partners of the joint company EMG, that supplies would be resumed Friday, March 4, word came from Cairo that there is no such intention (as DEBKAfile predicted immediately after the explosion.)

The damage to Israel's power supply is substantial. Egyptian gas fueled 40 percent of Israel's electricity requirements. In the meantime, world fuel prices have shot up and Israel has been forced to convert its power stations from gas to heavy fuel, incurring extra outlay running into hundreds of millions of dollars a month. GCIS/MSS INTELLIGENCE UPDATE: Israel's security leaders ought not to have been surprised when Hamas fired two long-range Iranian-made Grad missiles Wednesday night, Feb. 23 at the Negev cities of Beersheba and Netivot. The attack occurred exactly when Iranian Navy commander Adm. Habibollah Sayyari was due in Syria's Latakia port to attend the welcoming party for the two Iranian warships which made it through the Suez Canal without US or Israeli interference. It also marked a fresh, redoubled Hamas offensive against Israel.

The occupants of the Beersheba home, hit by the first long-range Grad surface missile to reach the Negev city from the Gaza Strip (30 km away) since Israel's Cast Led campaign of 2009, saved themselves by using the seconds between the warning siren and the explosion to take shelter in a bomb-proof room. That was the only part of their home to survive the blast. Eleven shock victims were hospitalized along the battered street.

The town of Netivot  was spared by the Grad falling outside the built-up area.

Earlier that day, a shoot-out flared at the Karni crossing when a Palestinian gang laid explosives at the border fence and followed up with mortar fire. IDF border patrols and tanks crews returned the fire, injuring 11 Palestinians. A second round of Palestinian mortar fire followed against a Shaar Hanegev kibbutz.

No Israelis were hurt in this round of incidents.

Wednesday night, Israel put the communities within range of the Gaza Strip, including the cities of Beersheba, Netivot, Ofakim, Sderot, Ashkelon and Ashdod, on heightened alert status for further Palestinian attacks. That night, Israeli air strikes hit a Jihad Islami missile team and then spread out to bomb Hamas command centers, which had meanwhile been hurriedly evacuated in expectation of Israel's routine aerial reprisal. GCIS/MSS INTELLIGENCE UPDATE: Two Iranian naval ships arrived Wednesday afternoon at the Port of Lattakia in Syria, after crossing the Suez Canal Tuesday, Iranian news agency IRNA reported.

An Iranian senior official told IRNA that Iranian Navy Commander Admiral Habibula Siari is slated to arrive  to Damascus later on Wednesday, accompanied by a delegation of military officials.

The source noted that the ships' arrival will be marked by a special ceremony at the port, which will be attended by officials from both countries.

The delegation is scheduled to stay in Syria for "a short time", and will then continue sailing in the Mediterranean Sea, the source noted.  (read full report)

GCIS/MSS INTELLIGENCE UPDATE: JERUSALEM - Two Iranian warships sailed Tuesday from the Suez Canal into the Mediterranean, the first such trip in at least three decades, eliciting Israeli allegations that Tehran is seeking to dominate the Middle East.

The vessels headed toward Syria but were expected to remain in international waters as they passed the Israeli coast.

The voyage took the frigate Alvand and the supply ship Kharq close to NATO's southern flank and could further destabilize the Middle East, a region reeling from an unprecedented wave of antigovernment rebellions.

In Tehran, the deputy commander of the Iranian navy said that Iran had "surprised the Zionist regime" with the journey to the Mediterranean.

"The world arrogance [United States] should know that the army of the Islamic Republic is fully prepared to defend the holy ideals of the Islamic Republic, and this readiness grows day by day," Brig. Gen. Abdolrahim Mousavi told the official Iranian news agency IRNA.

In Washington, State Department spokesman P.J. Crowley declined to say whether the transit in and of itself, or the Egyptian decision to allow it, was a provocation.

"We will be watching carefully to see where these ships go and the implications of that," he said.

Egypt is the gatekeeper of the strategic canal that links the Red Sea and the Mediterranean.

Egypt's military rulers, who took power from ousted President Hosni Mubarak on Feb. 11, appeared to have no choice but to allow the passage. An international convention says the canal must be open "to every vessel of commerce or of war."

Iranian warships have not passed through the Suez Canal since 1979.

In sending warships to the Mediterranean now, Iran was asserting itself as a regional power and testing whether Egypt's new rulers will stick to the pro-Western line of the Mubarak government. Some said the voyage also signals that Iran is ready to come to the aid of regional allies, including Syria and Iranian proxies Hamas in Gaza and Hezbollah in Lebanon.

Israeli Prime Minister Benjamin Netanyahu denounced Iran late Tuesday, but he did not refer directly to the two warships.

"Iran seeks to exploit the earthquake" now shaking the region, he said. "It is seeking to bring down democratic reform. It is seeking to prevent it. It is seeking to shut down the lights and create another era of darkness like the one we have in Tehran."  (read full report)

GCIS/MSS INTELLIGENCE UPDATE: JERUSALEM (AP) - Google has for years fought claims its mapping and photography services infringed on personal privacy. Now the Internet giant is facing concerns from Israel that the technology could be used for terrorism.

Israel announced Monday it is considering ways for Google Street View to photograph Israeli cities, despite concerns the popular service could be used by terrorists to plot attacks against sensitive locations or political figures.

A team of Israeli Cabinet ministers led by Intelligence Minister Dan Meridor instructed experts Monday to work with Google Inc. to find a safe way to implement the feature "as soon as possible," according to an official statement. The team is weighing benefits, such as increased visibility for tourist sites, with public safety and personal privacy.

Street View allows users to virtually tour locations on a map. It is already available in 27 countries. Google uses special vehicles with panoramic cameras to take ground-level, 3-D images.

The feature has sparked intense debate about invasions of privacy in the U.S., Germany and other countries.

Critics argue the images could reveal people in places they don't want to be seen or doing things that might be embarrassing. Also, Google said last year that its vehicles had inadvertently collected computer data from Wi-Fi networks.

The issue has created a special dilemma in Israel, a country that is known as an international high-tech powerhouse but where the public is on constant alert for attacks by Palestinian militants. (read full report)

GCIS/MSS INTELLIGENCE UPDATE: New York - The United States on Friday vetoed a resolution that received 14 votes in favour from the UN Security Council's 15 members, effectively killing the demand by Arab and Muslim countries to brand Israeli settlements "illegal."

US Ambassador Susan Rice cast a negative vote, which constituted a veto. The five permanent members with veto power are the United States, Russia, France, Britain and China.

Rice said the veto should not be understood as US support of Israeli settlements.

"We reject in the strongest terms the lack of legitimacy of Israeli settlements," she said after raising her hand to vote against the draft resolution.

A negative vote by one of the permanent members constitutes a veto.

The draft, which was supported by 130 countries including Europeans, had called for the Security Council to declare that "Israeli settlements established in the Palestinian territory occupied since 1967, including East Jerusalem, are illegal and constitute a major obstacle to the achievement of a just, lasting and comprehensive peace." GCIS/MSS INTELLIGENCE UPDATE: Cairo's approval Friday, Feb. 18 for two Iranian warships to transit the Suez Canal on their way to the Mediterranean has brought Israel and Iran closer than ever before to a naval collision at sea. DEBKAfile reports: Israel has learned that the Iranian cruiser Kharg is carrying long-range missiles for Hizballah which it plans to unload at a Syrian port or Beirut harbor.

US State Department spokesman P.J Crowley said he was "highly skeptical" of the Syrian claim that the two ships' visit was for training. "If the ships move through the canal, we will evaluate what they actually do. It's not really about the ships. It's about what the ships are carrying, what's their destination, what's the cargo on board, where's it going, to whom and for what benefit," Crowley told a news conference.

He was responding to questions in the wake of DEBKAfile's disclosure that the Karg was carrying missiles for Hizballah and indicating that the US and all other UN members were authorized by UN sanctions against Iran to board and search Iranian ships suspected of carrying illegal weapons.

Mike Mullen, Chairman of the Joint US Chiefs of Staff, brought Israel Sunday, Feb. 13, was that the 1979 peace accord with Egypt is not in jeopardy. He tried giving this assurance to Prime Minister Binyamin Netanyahu, Defense Minister Ehud Barak and Gen. Benny Gantz - who became Israel's 20th chief of staff Monday.

The US and its military have strong ties with the military rulers who took power in Cairo Feb. 11, Mullen pointed out: American advisers are there, working within its top ranks and in a position to guard Washington and Jerusalem against untoward surprises with regard to future peace relations.

But both Washington and Jerusalem chose to ignore a comment by one of Egypt's most prominent opposition leaders, Ayman Nour, a former lawmaker who was jailed for years by Mubarak. Following the generals' commitment to honor Cairo's regional and international treaties, Nour told interviewers Sunday: "The role of the Camp David accords (negotiated as the basis for the 1979 peace treaty) has ended." He said they were no longer relevant and the new leadership should reassess its terms.

Up until 1979, Israel and Iran had a strong bi-lateral relationship and a strategical cooperation. Then came the Islamic Revolution, a movement which surprised both America and Israel and led to the ousting of pro-Israel Shah and replaced him with the anti-Israel Supreme Leader Ayatollah Khomeini. The outcome of the revolution abruptly wiped out years of positive friendship and strong relations between Israel and Iran and has led to the scenario we face today, an arch-foe with nuclear ambitions and a goal of extermination.
 
Turkey, a once secular state and long considered one of Israel’s best friend in the Middle East, has fallen under similar circumstances. The now dominantly Islamic Muslim government has also changed its attitude towards Israel. It has recently declared that Israel is a threat to the Turkish national security and has started to tighten its relationship with Iran, with whom historically they have had strained relations.
 
The Egyptian-Israeli border has been quiet since 1974. In 1979 Israel and Egypt signed a peace treaty to further government and economic cooperation between the two countries. The Mubarak regime was considered a moderate one in terms of its attitude to the west and Israel, where peace terms were kept and respected. Yesterday, Mubarak finally conceded his presidency, after 30 years in power and 18 days of violent protests, leaving the country under the authority of the Egyptian Supreme Council of the Armed Forces, its military.
 
Despite the recent declaration of the Egyptian military that it will respect all the international agreements that Egypt has signed, it is still unknown whether the future regime will stand behind these agreements, or it will turn hostile towards Israel, as many of its partners have in the past. Thirty-two years of peace with Egypt leave Israel militarily unprepared for the unknown and unexpected on their 270-kilometer long southern border: the current generation of Israeli combatants and commanders has no experience of desert combat, its armor is tailored for operation on its most hostile fronts: Iran, Lebanon's Hizballah and Syria; it is short of  intelligence on the Egyptian army and its commanders and, above all, no clue to the new rulers' intentions regarding Cairo's future relations with Israel and security on their Sinai border.

The Israeli Defense Forces are trained and equipped to confront Iran and fight on the mountainous terrain of Lebanon and Syria. After signing peace with Egypt in 1979, Israel scrapped the combat brigades trained for desert warfare, whose last battle was fought in the 1973 war, and stopped treating the Egyptian army as a target of military intelligence. Some others have called it waiving the office or powers of the President. The Egyptian Constitution provides for both contingencies. When a President resigns, the Constitution requires that he should address his letter of resignation to the President (Speaker) of the Parliament. When he stops exercising the powers of the President, he addresses his letter to the Vice-President. Article 82 provides for this interesting contingency of the President leaving office without formally resigning. GCIS/MSS INTELLIGENCE UPDATE: Egyptian Vice President Omar Suleiman promised Israel in 2005 that he would prevent Hamas from gaining control over Gaza, according to a US diplomatic cable released on Friday.

According to the cable, which was leaked to WikiLeaks and published by Norweigan newspaper Aftenposten, Maj.-Gen. (res.) Amos Gilad, head of the Defense Ministry's Diplomatic-Security Bureau, secretly visited Suleiman, then the head of Egyptian intelligence, in September 2005. GCIS/MSS INTELLIGENCE UPDATE: TEHERAN - Iranian President Mahmoud Ahmadinejad says Egypt's popular uprising shows a new Middle East is emerging, one that will have no signs of Israel and US "interference."

The Iranian president spoke as the country marked the 32nd anniversary of the 1979 Islamic Revolution. His remarks came hours after Egyptian President Hosni Mubarak refused to step down, angering hundreds of thousands of Egyptians who have been demanding he relinquish his three-decade grip on power.

Ahmadinejad says Egyptians have the right to live in freedom and choose their own government.

Iran crushed opposition protests against Ahmadinejad's disputed 2009 re-election and on Thursday, Iranian opposition leader Mahdi Karroubi was placed under house arrest because of calls for a rally in support of Egyptian protesters. (read full report)
